Notes from the Board – February 2026 meeting

A Recap of the Board Meeting

Below are highlights from the board of directors meeting held on February 27, 2026. The approved minutes and financials from the January meeting can be found on this website.

Financial Update

January closed on a positive note. While aged receivables remain elevated at $118,000, overall financial performance was favorable. Capital Contribution Fund—designated for new asset acquisitions—is currently at $352,000. The Emergency Contingency Reserve is funded at $340,000. To maximize returns, funds are being transferred into the Enterprise Money Market account.

The Board also approved renewing three CDs for one year, increasing one to $80,000 and two to $90,000.

Committee Reports

Architectural Control

Vicar’s Landing provided the ACC committee with an update on their parking garage construction; it is expected to be completed by the summer. The committee continues to seek an independent arborist who can review tree removal requests when the health of the tree is not visibly in decline.

Communications

During the past month, the committee has:

  • Updated the Communications Charter
  • Developed a homeowner survey to run March 25–April 25 in order to better understand how residents receive and prefer to receive information.
  • Drafted a Standard Operating Procedure outlining committee responsibilities.

The committee is increasing monthly e-communications to a minimum of four. Work is underway on the spring issue of Players Journal. Article deadline is March 20.

The board approved adding Christina Loddo and Julie Heineman to the committee.

Controlled Access

First Coast Security (FCS) will relocate the previously installed camera and install the remaining two at their expense. A cloud-based camera software platform will integrate with SJSO. This initiative aims to enhance community safety, including concerns related to e-bike activity.

The board approved adding Alan Barker, Security Director for Vicar’s Landing, and David Kelly to the committee.

Landscape

Community clean-up efforts are underway in preparation for TPC week. The board confirmed that when subassociation covenants assign responsibility for lake bank maintenance to homeowners, that obligation rests with the individual homeowner—not the master association.

Operations, Maintenance & Waterways

Annual pump and fuel inspections were competed. Pump repairs, sidewalk grindings, communitywide pressure washing and an inspection of master-owned lake banks is in progress.

Repaving of TPC Boulevard, Hammock Cove Drive to Players Pool, and Players Club Villas Drive to the bridge is scheduled for this summer.

Recreation

Upcoming events include music night, March 27, featuring the Con Men. With respect to park improvements:

  • Two new lights were installed at Players Park using capital contribution funds. These lights remain locked except for evening recreation events to improve visibility and safety.
  • The committee will seek bids for basketball court resurfacing.
  • Construction of a sports wall is targeted for this summer.

Annual Meeting

The annual membership meeting is set for May 7 at 6 p.m. at the Marriott.  Check-in begins at 5:30 p.m.

Board candidate bios are due by March 6. The Board can accept nominations from Bridgewater Island, Water Oak, Players Club Villas, Lakeside, Seven Mile Drive, Sawgrass Island, North Cove, Water’s Edge, Turtleback Crossing, Bermuda Court and Oakbridge. The board appointed outgoing board member Marc Stearns to chair the Elections Committee, joined by three additional residents. The committee’s responsibility is to count ballots.

Additional Business

E-bikes

The Board discussed strengthening existing e-bike regulations. Current rules require riders to:

  • Obey all posted signage.
  • Remain on the roadway if traveling over 10 mph.
  • Wear helmets.
  • Register e-bikes and display decals.

The board has legal authority to consider additional restrictions, including a communitywide ban or age-based restrictions, to enhance safety and reduce liability.

Evening Meetings

In response to homeowner feedback, the board plans to hold meetings at 5 p.m. in March and September, with the annual meeting to begin at 6 p.m.

Board meetings are open to homeowners, who can attend in person or via Zoom. Look for instructions in the notice of meeting agendas.
